Records are organized by subject to make it easier to follow the project history, locate original documents and compare related records from different sources.
Direct Potable Reuse
Engineering records, regulatory approvals, treatment information, testing documents and operational records from the 2014–2015 emergency DPR project.
Browse DPR records →Indirect Potable Reuse
Records concerning Wichita Falls' permanent indirect potable reuse system and the return of treated wastewater to Lake Arrowhead.
Browse IPR records →NDMA Records
Laboratory results, monitoring data, correspondence, engineering discussions and other Wichita Falls records that specifically address NDMA.
Browse NDMA records →UV Treatment & Pilot Testing
Records concerning ultraviolet treatment, operating dose, treatment design, pilot testing and NDMA-related treatment evaluations.
Browse UV records →Regulatory Records
Approvals, correspondence, reports and other records involving the City of Wichita Falls, TCEQ, EPA and other government agencies.

These twelve records trace the history of NDMA and potable reuse in Wichita Falls from the first federal detections through the records still outstanding today. Every one is linked to the original document. The full library of several hundred documents is below.
Wichita Falls UCMR 2 NDMA Results
Federal monitoring detected NDMA in all fifteen Wichita Falls finished and distribution water samples collected in 2009, five years before potable reuse began. Results ranged from 2.3 to 36.1 ng/L.
TCEQ Reuse Analyte Monitoring Recommendations
TCEQ’s water quality monitoring recommendations for direct and indirect reuse facilities. NDMA and NPYR are identified by EPA Method 521 as highly recommended for sampling.
TrojanUV Correspondence on NDMA and UV Oxidation
TrojanUV sends City staff UV oxidation case studies and NDMA information, and asks directly whether NDMA levels leaving the River Road Wastewater Treatment Plant have been examined.
Appendix K: 45-Day Verification Testing Protocol
Parameter table for the original DPR verification testing protocol, explicitly including NDMA and NPYR testing.
TCEQ Enclosure A: Full-Scale Verification Testing Protocol
The verification testing protocol establishing minimum requirements for the direct potable reuse project before operation.
TCEQ Enclosure B: Monitoring and Reporting of Operating Conditions
The monitoring diagram mapping every required sampling point through the DPR system, from wastewater effluent through blending to finished water. No nitrosamine appears anywhere on it.
DPR Treatment Process and Testing Protocol
City document describing the treatment process, safety measures and testing protocol developed for the direct potable reuse project before water entered the distribution system.
TCEQ Enclosure G: Unregulated Contaminants of Concern
TCEQ again recommends quarterly NDMA and NPYR monitoring by Method 521, marked highly recommended for sampling. It was not required.
TCEQ Drinking Water Compliance Report
State compliance report documenting TCEQ’s conditional approval of the Wichita Falls direct potable reuse project in July 2014.
Garver Draft Final Report: UV-AOP Pilot Testing
Draft final report from the WateReuse Texas funded pilot conducted by Garver Engineering at the Cypress Water Treatment Plant, evaluating filtration and oxidation options for Wichita Falls reverse-osmosis permeate.
Garver Presentation: UV-AOP Findings
Presentation slides reporting that NDMA was the most prominent micropollutant found in Wichita Falls RO permeate samples, and was most efficiently mitigated by UV alone.
Eurofins Response Regarding 2015 Pilot Laboratory Reports
The laboratory confirms it still holds the 2015 Wichita Falls pilot reports but states they can be released only to the firm that submitted them. The underlying results have been requested and not obtained.
Research that provides context for the records
Scientific literature is maintained separately from the Wichita Falls record so the two remain easy to distinguish. The Research library covers NDMA formation, reverse osmosis, ultraviolet treatment, potable reuse, distribution systems and health and toxicology.
Agencies and official references
These agencies maintain drinking-water records, analytical methods, regulatory information, local water-system information and environmental health resources relevant to this project.
U.S. Environmental Protection Agency
Federal resources for drinking-water monitoring, unregulated contaminants and laboratory methods used to measure nitrosamines including NDMA.
Texas Commission on Environmental Quality
Texas regulation and oversight of public drinking-water systems, including monitoring, compliance, approvals and drinking-water system information.
City of Wichita Falls
Current information about Wichita Falls water sources, purification, treatment facilities, drinking-water reports and local water-system operations.
Texas Department of State Health Services
Environmental epidemiology, health assessment and toxicology resources used to evaluate environmental exposures and potential public-health concerns.

The twelve documents highlighted above are a small part of the collected record. The full library holds 689 public records, correspondence, engineering materials, laboratory reports and regulatory documents covering Wichita Falls potable reuse, NDMA monitoring and treatment decisions, from 2003 to 2026.
The library is searchable and filterable by subject. It is updated as records are received; how documents are sourced, handled and redacted is set out on the Methodology and Sources page.
